The Secretary is the Head of the Department. He supervises and controls the functioning of all Wings of the Office of DP & AR. The organizational structure of the Office is divided into various wings as mentioned below:-
:- In regard to receipt and despatch of daks, channels of supervision and accountability, decision making process etc. the said Wing follows relevant Service Rules, Recruitment Rules etc. and guidelines as enumerated in the Central Secretariat Manual of Office Procedure (10th Edition).
:- In terms of Rule 6 of the Government of Mizoram (Transaction of Business) Rules, 1987 the expression “decision” or “orders” or “approval” of the Government of Mizoram means the decision of the Council of Minister or the concerned Ministers as the case may be, and as such to arrive at the decision of the Government, all policy Matters dealt with in the Department are processed in File routing through all the executive officers in the Department and Chief Secretary before submission to the Minister concerned with proper advice of available line of action.

: All matters requiring decisions are entered in the Log Book of the dealing hand and processed in their respective concerned files and submitted to the Superintendent who will, after studying the case, submit it to the Deputy Secretary and then to the Additional Secretary for further examination of the case to examine if there are any flaws against the relevant rules and regulations, procedures and executive orders in force as the case may be at their own level. The case is then submitted to the Secretary for “Decision” or “Order” or “Appeal” and may also be submitted to the concerned Minister if his approval or decision is required concerning the policies of the Government.

22. Maintenance of personal files of Branch officers/staffs
23. Personal files of P.S. to Ministers
This Wing is the Nodal Department for submission of D.P.C. papers to M.P.S.C. All agenda papers from Departments are scrutinized and forwarded to the M.P.S.C. through this Wing. All Recruitment Rules and Service Rules of State Government Employees are published by this Wing.
(b) CIVIL SERVICE WING:- This Wing deals with –
1. All matters relating to All India Services, like IAS, IPS and IFS, MCS, MJS, A.O.(Non-Gazetted) and Heads of Departments
2. Periodic Cadre Review of above
3. Separation of judiciary from Executive in Mizoram
4. Custody of ACR of Civil Services Officers and Head of Departments.
To initiate issues regarding appointment/promotion and posting & Transfer; disciplinary measures and sanctioning of leave and retirement benefits in respect of AIS Officers; MCS Officers; MJS Officers and AO(NG) and Heads of Departments and other connected matters and to implement the decision taken by the Government accordingly.
(c) TRAINING WING :- This Wing is the Nodal Department for training and it deals with -
1. Various Govt. Department’s proposals for obtaining Govt.’s approval for training/workshop/seminar within India and abroad of which approval is issued after duly examination.
2. Various training courses for different categories conducted at the ATI Aizawl and other Institutions in India are floated and selection made from this Department.
3. Approving proposals for Study Leave
4. Administrative Department of A.T.I., Aizawl.
The discharge of duties and functions of the Department are in accordance with Govt. of Mizoram (Allocation of Business) Rules and (Transaction of Business) Rules, Regulations, Order adopted or issued by the State Government from time to time.
(d) ADMINISTRATIVE REFORMS WING :- This Wing deals with –
1. Organization & Management Works
2. Research in Personnel Administration
3. Policy on Personnel Administrative Reforms
4. Initiating the Scheme of J.C.M. on the pattern existing at the centre
5. Staff Welfare general policy
6. Matters relating to grant of Gazetted Status
7. Creation of posts for various Departments.
8. Works Study/Work measurement and laying down yardstick of Department
9. Simplification of Rules and Procedures
10. Secretariat Manual
11. Manpower Planning (Service)
12. Co-ordination with Central Government on matters of Administrative Reforms, etc. Assured career progressive scheme.
13. All matter relating to contract appointments.
14. Permission for casual employers.
(e) SECRETARIAT SERVICE WING :- This Wing deals with –
1. Reorganization of Ministerial Cadres
2. All matters relating to Steno Grade I,II and III
3. All matters relating to Assistants of Secretariat, Directorate and District Officers.
4. Maintenance of Service Books of Stenographers of Secretariat Establishment
5. Custody of ACR of Assistants and Stenographers.
6. All matters relating to Secretariat Service from Superintendents to Addl.Secretary.
7. Maintainace of Service books of Superintendants and Addl. Secretary
8. Custody of ACR of Superintendants and Addl. Secretary.
To initiate issues regarding appointment/promotion and posting and transfer,disciplinary measures and sanctioning of leave and retirement benefits in respect of Superintendents, Stenographers and Assistants and other connected matters and to implement the decision taken by the Government.
(f) PUBLIC GRIEVANCES & PENSION CELL:-The function and duties of this Cell are prosecution in nature for implementation and execution of transaction relating to pension and public grievances. The discharge of duties and functions of the Cell are in accordance with the Govt. of Mizoram (Allocation of Business) Rules, 1987 and Govt. of Mizoram (Transaction of Business) Rules, 1987 and Act, Rules and Regulations, Order or instructions adapted or issued by the State Government from time to time.
NORMS FOR THE DISCHARGE OF FUNCTIONUnder Rule 20 of the Govt.of Mizoram (Transaction of Business) Rules,1987, the DP & AR (ARW) had issued a direction regarding Transaction of Business under DP&AR which shall be followed by every Wing under DP&AR vide No.42013/288-PAR(AR) dt.9.5.1989 as shown below:
(A) The following classes of cases shall be submitted to the Chief Minister through the Chief Secretary for his orders :-
(i) All matters requiring policy decisions.
(ii) All matters relating to framing/amendment of Rules and Regulations.
(iii) All matters connected with AIS,MCS and Head of Department.
(iv) All matters connected with transfer and postings of Group ‘A’ Officers and the AO(NG).
(v) Creation/abolition of Group A & B posts.
(B) The following classes of cases shall be submitted to the Chief Secretary by the Special Secretary/Secretary for his orders.
(i) All cases involving modification of working procedure and systems follow by various organizations and Departments.
(ii) Organization and method matters.
(iii) All matters connected with JCM and general staff welfare matters.
(iv) All other cases which the Special Secretary/Secretary consider necessary to be submitted to the Chief Secretary.
(C) The following cases shall be disposed off by the Special Secretary/Secretary:-
(i) Advise to the Department on creation of posts for Group C & D.
(ii) Coordination with Central Government on matters of Administrative reforms.
(iii) Grant of Casual leave to Group A & B.
(iv) Matters connected with work study/assessment of requirement of staff in various Departments.
(v) All matters relating to Group ‘B’(NG), C & D.
(D) The following cases shall be disposed off by the Deputy Secretary/Joint Secretary:-
(i) Grant of Casual leave to Under Secretary’s and equivalent Officers.
(ii) All other matters for which approval of higher authority have already been obtained and which are not normally required to be submitted to higher authorities.
(iii) General/routine correspondent with other State/Central Government.
(E) The following cases shall be disposed off by the Under Secretary:-
(i) Grant of Casual leave to Superintendent/Staff.
(ii) Issue of reminders to all cases.
(iii) Authentication of orders, decisions etc.of the higher authorities.
(F) Cases relating to normal routine works are disposed at the level of the Deputy Secretary or the Secretary. But cases, which involve Government policies and financial sanctions, need the approval of the Minister on the advice of the Secretary to the Government of Mizoram.
